SMC Project Need Not Go For Open Tender?

It was reported in yesterday's newspaper that SMC Chairman YB Datuk Tiong refused to have item 8 listed in the agenda to be subject to open tender. The sit-in opposition leader YB Yeh noticed the 'irregularities' and wanted YB Datuk Tiong to explain what is item 8 and why such project need not have to subject to open-tender and why YB Datuk Wong Soon Koh has the authority to waive the open-tender practice.

Such report has put SMC in lime-light and opposition leader YB Wong Ho Leng gave YB Datuk Tiong 48 hours to explain:

1) Under which law or constitution that a minister could waive a project open-tender practice?

2) Since YB Datuk Tiong took over SMC how many projects are having such waiver for open tender practice?

3) Who are the beneficiaries of such projects which did not subject to open tender?
